Inevitable during realisation of radical reforming of economy of Russia the position aggravation on a labour market forces to consider a question on external labour migration as the factor of softening of a situation with unemployment. it is obvious that along with positive influence on the decision of problems of employment work of citizens of Russia abroad, and first of all in the developed industrial countries of the West, will promote growth of their professional qualification, creation of additional preconditions for introduction in Russia of high technologies and to the manufacture organisation, attraction of foreign investments, joint venture creation, development of business activity and business.

Considering that the aspiration to raise well-being both workers will be the main motive of departure for work abroad, and members of their families living in Russia, receipt in economy of their currency means becomes the essential positive moment. The volume of such receipts, judging by experience of the countries - exporters of a labour, is great enough.

In our situation realisation fixed by the law ' About population employment in RSFSR ' the rights of citizens of Russia is at a loss in the absence of the mechanism of its practical realisation, blanks in the national legislation, incompleteness in development of a state policy in the field of external labour migration.

The Developed position leads to considerable growth of illegal migration which is fraught with undesirable consequences as from the point of view of a probable damage to legitimate interests and advantage of the Russian citizens who are abroad, complication of their consular protection, and from positions of possible friction in interstate relations. nobody likes illegal migration, especially mass. Not the relation of local population to illegal immigrants will be the last for formation of a corresponding negative position of the governments also.
