    Step-by-step disarmament under the strict and universal international control is considered as a historical problem of the Russian foreign policy. Disarmament is understood as system of the measures which realisation should lead to reduction and finally to liquidation of means of conducting wars. It is the major global problem of the present on which decision directly depend world maintenance, prevention of nuclear war, acts as a guarantee of the international safety.

    According to the Russian concept, disarmament - not the single action, and long-term gradual process to overcome resistance of the forces which have connected with race of arms and continuous militarization as abroad, and in the Russia.

    Its ultimate goal - general and a complete disarmament under the strict international control - provides demilitarisation of the world economy which assumes in economic area:

    Essential restriction of financial base of military sector of economy by reduction of the military expenses first of all largest militarily of the countries and their groupings, to the level is minimum necessary for financing of especially defensive actions;

    Realisation of dismantle of the basic part of internationalised productive forces of military sector or them pereprofilizatsiju on the decision of exclusively peace problems on the basis of realisation of programs of conversion;

    Considerable reduction and in the long term the full termination of the international transfers of arms, technology and the equipment for their manufacture, providing curling of the world market of arms;

    An establishment of direct practical interrelation between disarmament and development by transfer of means liberated in the course of demilitarisation for needs of social and economic growth, including developing countries;

    Reduction of scales of political influence on economic development, elimination of the factors connected with militarization which deform the world economy and the world market, return to mainly market methods of regulation MRT.
