| Other kind of government programs developed in the countries-importers for stimulation of repatriation of foreigners, is directed on simplification of integration of coming back working native lands to economy. The important place in this kind of programs was taken away to vocational training granting. Three West European states - France, Germany and Switzerland - carried out the most important thing since the middle of 70th years of the program of vocational training of foreigners so that they could take advantage of the received specialisation in homecoming, and - that they have left the country, did not apply for citizenship reception.
France among the first among countries of Western Europe in December, 1975 has entered system of professional preparation for - immigrants from Algeria, Tunis, Morocco, Portugal, Mali, Yugoslavia, Turkey, Spain. Under the agreement signed with Algeria, it was provided to cover annually, for example, professional preparation of 12 thousand persons. However these programs also were a weak stimulator of repatriation.
First, professional preparation did not create at foreigners of confidence that a profile of the received skills will be valid to correspond to demand existing in countries of origin for trades. Thus, professional preparation did not guarantee to immigrants reception in the homeland of a workplace. Secondly, the countries-exporters as a whole did not have interest in returning of the labour that is connected with economic difficulties which test many of them. Therefore and the number of the foreigners passing professional preparation, was insignificant. Thirdly, workers-migrants, maintaining relations with the native land, knew social and economic conditions in a native land, real position with employment and aspired as it is possible to remain longer in the Western Europe. Therefore immigrant workers of more efforts applied on finding more highly paid workplaces or additional work, rather than to pass vocational training of which use they have not been assured. Fourthly, the limited success of programs of professional preparation speaks also low level of initial formation and development of foreign workers, weak knowledge of language of the host countries, complicating process of reception of special knowledge.
The Number of the foreigners who have passed courses of professional preparation within the limits of a government program of stimulation of repatriation, has appeared small in all countries. The statistical data, for example, across France extremely raznorechivy. In 1979, by the minimum estimation, the number of the foreign workers who have ended courses, reached 800 persons, and on maximum - 1,2 thousand the State expenses for the professional preparation program were estimated in 7 million francs. Besides, not all immigrants who have finished courses, actually left the country.
