Conservative and strict enough immigration law (№ 45 from May, 6th, 1965) about the control over foreigners operates and in Iceland. He forbids entrance to the country for work in any quality to the foreign citizens who do not have consent preliminary received on it, that is invitations of the employer and the permission of the corresponding authorities. otherwise the foreigners who have arrived to Iceland are turned out from the country at once from the airport.

The Law on stay and residing of foreigners from March, 26th, 1931 and the Bundesrat decision about restriction of number of workers from October, 6th, 1986 regulates stay of foreigners in Switzerland. according to article 7 the work permit stands out to the foreigner only in the event that the employer has no possibility to employ the labour necessary to it in the local market. The exception is provided (item 9-11) only for trainees according to interstate agreements. The Bundesrat (item 12) periodically establishes a quota on stay in Switzerland foreign workers on three categories: for one year for the persons driving with that end in view for the first time; for seasonal workers; on short-term stay.

Mass inflow of a labour to Switzerland is excluded from Russia, as the employer according to article 8 of the specified decision is obliged to make labour employment first of all in places of its traditional set (in member countries of EUROPEAN ECONOMIC COMMUNITY, Turkey, Yugoslavia). Exception is possible, according to article 42 in the event that it is a question of a highly skilled labour or other special cases, for example for citizens of the developing countries arriving to Switzerland within the limits of programs of scientific and technical cooperation.
