    Contrary to widespread representations, the labour market is accurately enough organised, regulated by a number of rules, and at the heart of these rules completely not all-democratic principles and freedom lie. Such is the market and to know it it is necessary not only for the informative purposes, but also for practical requirements of maintenance of a worthy place on the western labour markets.

    In the conditions of change of an immigration policy the special place among the measures directed on the constant control over number of the foreign population in the West European countries, is occupied with repatriation. Though some countries-importers counted in the beginning on voluntary departure of foreign workers, disposal of immigrants not always carried a voluntary nature. The economic program of the French businessmen accepted at session of National board in 1978, provided, for example, decrease in number of foreigners in the country at the expense of realisation ' cautious, gradual, but constant actions '. However France among the first develops a complex of the means directed on active stimulation of repatriation which in most cases should compel to leave immigrants the country.

    All government programs of stimulation of repatriation accepted by the West European countries are calculated on foreigners officially being in these countries. The part of such programs has been directed on dispatch of immigrants of one or several most numerous nationalities (to Germany - Turkish and Greek citizens, to France - North Africans), others - on reduction of number of certain categories of foreign workers, in particular representatives ' dark blue collars '.

    Only in connection with an economic crisis of 70th years in the West European countries some kinds of government programs of stimulation of repatriation are developed and accepted.

    Besides the official measures directed on stimulation of repatriation of foreigners, business circles of the countries of immigration counted also that the general deterioration of position on a labour market and an amplifying uncooperative altitude to foreigners, promoting growth of their dissatisfaction by stay in the Western Europe, will force thus, at least, the part of foreigners under own initiative to return home. However the data of spent interrogations of foreign workers has shown that only insignificant number of the Greek, Portuguese, Spanish migrants who are in the Western Europe, wants and are ready to return to native lands. unwillingness to return home speaks, in particular, real comprehension by foreigners of economic, social, psychological problems which they will inevitably face after returning. In particular, the data of interrogations of the Spanish and Turkish workers-immigrants for 1988 testifies that there are more 1/2 workers are ready to return home and that only in case of occurrence of any serious problems, such as, for example, illness of relatives, study of children, health deterioration.
