    Were attempts of development of the international code on a fight against corruption . The aspiration to unify competitive rules in the market was the main driving motive thus.

    The Idea to develop rule which would be applied by all participants of world economic communications, concerns the middle of 70th years, and as an occasion has served uotergejtsky scandal.

    In the International chamber of commerce (MTP) the special commission under the chairmanship of the lord of Show cross-country (Great Britain) has supported universal system of measures at national levels, cooperation and a legal aid at the international level. ' Three whales ' positions MTP consist in the following:

    1) to strengthen the national legislation against bribery;

    2) to establish that firms are obliged to inform the government by concrete inquiry on the payments made in mutual relations with any body of any government;

    3) to enter into international agreement on purpose to provide efficiency of the measures undertaken against bribery and extortion. From its part, MTP has offered ' basic principles ', or ' behaviour rules ', as voluntary obligations of business by working out of such agreement.

    In 11 articles ' basic principles ' the unequivocal declaration on refusal of bribes, extortion contains and measures which business would be obliged to spend are listed: the due reporting, any confidential accounts, allowing to conceal payments, increase of responsibility of the enterprises and the officials occupied there, acceptance by firms of own codes taking into account specificity of conditions of their activity. Were recommended also ' strengthening and toughening of local laws against corruption ' and acceptance ' the voluntary code of behaviour of the international business '.
