    The Objective migratory processes occurring in Europe and all over the world, create necessary preconditions for integration of Russia in the international labour market. The world and European community expresses readiness for active cooperation with the Russian Federation on these questions provided that reception of the Russian citizens for work in foreign countries should be carried out in civilised forms, a legal way, on mutually advantageous conditions and according to mutually co-ordinated quotas.

    Since January, 1991, since carrying out in Vienna the first scale Conference on questions of migration from the Eastern Europe, the mechanism of consideration of this problem representatives of Ministries of Labour and internal affairs became almost constantly operating. It is necessary to note the initiative of the Council of Europe which began to develop by carrying out of seminars with representatives of the countries Central and the Eastern Europe practical recommendations about use of the European experience, in particular in sphere of social security of workers-migrants.

    The Ministry of Labour of Russia had been carried on negotiations with a number of the countries for allocation to us of quotas on workplaces. In 1992 two agreements between the governments of Russia and Germany are prepared. According to the first agreement - ' About employment of workers of the Russian enterprises within the limits of performance of turnkey contracts ', - 11 thousand persons can go for the term up to two years to work on the small and average enterprises of Germany. under the form it will be the contract between the Russian enterprise and the German employer on certain labour activity within the limits of quite concrete podrjada. As a matter of fact, our workers will work in Germany, receiving a payment equal to a payment of the German worker of corresponding qualification. These contracts are caused by the accurate obligation of returning home. Work of the Russian on a small enterprise will allow it to receive full representation about all palette of work of firm in the conditions of market economy. Actually it will be also preparation of managers, the future businessmen.
