    Last years as a result of warming of the international climate by common efforts it was possible to open new, potentially perspective area of the international interaction - conversion of defensive manufacture.

    Our position concerning conversion has been defined for the first time during the International conference of the United Nations on interrelation between disarmament and development (1987) and developed in a year on the third special session of General Assembly OoN.po to disarmament. However there is more than conversion problem began to be discussed at the international level after M.S.Gorbachev's performance in the United Nations in December, 1988 in which there was a speech already about the concrete program on realisation of ideas of conversion in the country and on international scene. 123456

    Among the initiatives turned to the world community, there was following: all states, and first of all large military powers, were invited to prepare and present the national plans of conversion to the United Nations; it was offered to generate group of scientists for preparation of the corresponding report to the Secretary general of the United Nations; further - to consider the problem conversion at session of General Assembly of the United Nations. 123456

    Thus, two levels of the international cooperation in the field of conversion - industrial level (VES the enterprises which are subject to conversion) and level of economic diplomacy (struggle in the international organisations for political support of our initiatives in this sphere) were defined as though.     Most the vigorous activity develops within the limits of the various organisations of system of the United Nations where to some intensity the put forward initiatives are discussed. At 44th session of General Assembly of the United Nations in 1989 Bulgaria had been brought a draught resolution ' Conversion of military resources ' which became a subject of detailed discussion. The majority of the countries have expressed in support of this resolution in which it was underlined that conversion should be carried out on the basis of careful research of features of their peace reorientation of manufacture, demands acceptance of administrative and legislative measures, should consider various economic, social, financial and other aspects, and also existing researches of its separate parties which can be used the international community.
