    One of kinds of the programs directed on repatriation of immigrants, provided granting to foreigners of material aid under condition of definitive departure from the country. in 1973-1974 the project of financial indemnification at repatriation was discussed by the federal government of Germany. During discussion divergences on some basic questions, in particular concerning have come to light what criteria should be taken as a principle by granting of payments for what account of means to carry out financing of programs. as officials saw a direct communication between a high rate of unemployment of local population and presence of a foreign labour some of them suggested to give the help only to the foreigners occupied in those branches and areas in whom especially high rate of unemployment is marked. Financing of material payments was supposed to be carried out at the expense of deductions of workers-migrants in social security fund, and also at the expense of a part of means from fund of unemployment benefits.

    In connection with the disagreements which have arisen in the government material aid has been entered into Germany since May, 1975 and that only at some factories. On one of the programs, accepted at automobile factory in Hejlbron-not (earth Baden-Wurtemberg), the sum of payments to foreigners was established at a rate of 8 thousand marks, or approximately 75% of the annual unemployment benefit, and extended on workers from the countries which are not entering into EU. results of the program have appeared more than modest. Of grants has taken advantage only about 2 thousand workers from Turkey, Greece, Yugoslavia.
