For civilised realisation of the right of citizens of Russia on professional work in foreign countries it is necessary to solve a complex of problems of political, social and economic, legal and organizational character. Earlier, in living conditions ' the Iron Curtain ', concepts of labour migration for the Soviet citizens did not exist. Departures on a contract basis in developing countries were carried out practically within the limits of the international help. necessity of creation of reliable system of social protection of such workers in their work abroad and after returning to Russia Was ignored. Creation of such system and formation on this basis of the mechanism of efficient control departure processes for work will allow to weaken substantially negative consequences of labour migration both for the state, and for citizens. And negative consequences of external labour migration are, including not in the last instance connected with ' leak of minds '.
According to the international practice the organizational infrastructure for practical realisation of the right to work abroad is made by a Ministry of Labour and system of its establishments. In the Russian Ministry of Labour the service concerning external labour migration is for this purpose created. its primary goals are carrying out of the measures directed on social protection and maintenance of economic guarantees and the legal rights of citizens, working abroad, coordination of activity of local bodies on work and employment, public and other organisations concerning external labour migration, carrying out of consultations of competent bodies of the interested countries and preparation corresponding two- and multilateral cooperation agreements in the field, and also the konsultatsionno-information help to the citizens leaving for work abroad.
